Section 232 15% metal-weight calculator

Enter each component of one imported article and its weight. We add up the weight of the applicable covered metal(s) and compare it with the 15% de minimis of HTSUS 9903.82.03.

The rule, from the primary source. CBP: goods in the annexes, "except those classifiable in Chapters 72, 73, 74, and 76 of the HTSUS, that contain less than 15 percent of the aggregate weight of the applicable metal(s) shall not be subject to the duties." The applicable metals for each HTS line are those named in paragraphs (c)(i)–(x) of annex IV; "do not include the weight of a metal in the 15 percent calculation where annex IV does not specify a metal" for that line.

Source: CBP CSMS #68253075 — Section 232 Duties on Imports of Aluminum, Steel, and Copper (implementing Proclamation 11021, 91 FR 18201); heading 9903.82.03 restated unchanged in CSMS #68855869 (Proclamation 11032, 91 FR 34085). So: strictly below 15% qualifies; exactly 15% does not. When 9903.82.03 is claimed, the aggregate applicable-metal weight in kg is reported as a second quantity.

MetalAttest provides data for the importer's and customs broker's review. We do not classify goods and we do not give customs or legal advice. Your licensed customs broker decides classification and files the entry. The calculator does arithmetic on the weights you enter; whether a component's material counts as the applicable metal, and the article's classification, are for your broker's review.
